Outdoor Dining Application

Under section 125 of the Roads Act 1993 and Section 68 of the Local Government Act 1993, a business operator seeking to operate Outdoor Dining in the Public Domain, including on Council-owned land, is required to seek approval from Council.

You must submit an application and receive Council Approval prior to offering Outdoor Dining. Failure to do so is an offence.

When you are intending to utilise Outdoor Dining you will need to submit an application.

To Apply for an Approval

Please ensure you have read and understood the Outdoor Dining User Guidelines before submitting your application.

You will need to submit the following as part of your application:

  • Site Plan (refer to Section 2 - D of the application form requirements)
  • Certificate of Title/Lease Agreement (front, executed page only)
  • Copy of the Approval Holder's driver license (front and back)
  • Photo samples of the proposed furniture and other removable outdoor dining elements)
  • Any branding design being applied with the outdoor dining area (if applicable)

Note: In the event Council is satisfied that the Outdoor Dining Approval may be granted, the Applicant will be required to provide Council with the following:

  • Current Liquor License issued under the Liquor Act (if applicable)
  • Public Liability Insurance Certificate of currency for $20 million (with City of Parramatta Council named as an additional insured party and the Outdoor Dining site address).

Once all the documentation has been provided to Council's satisfaction, the Approval will be granted and issued to the Applicant.

Outdoor Dining within the Eat Street Parramatta Light Rail

COVID-19 Relief - Temporary Outdoor Dining Expansion

You may be eligible to temporarily expand your business' Outdoor Dining Area to alleviate some of the pressures of COVID-19 social distancing regulations. If your business has an existing Outdoor Dining Approval, you can apply to increase the size of the area if it is safe and feasible to do so.

Outdoor dining activities need to be regulated for equity and fairness to all business owners and patrons. Any activity held in the public domain must comply with Council's policies, procedures and guidelines.

The COVID-19 Relief -Temporary Outdoor Dining Expansion will be available until the 31 March 2022.

Resident and Visitor Parking Permits

The Permit gives you the freedom to park your vehicle conveniently and safe from the risk of parking violations.

To qualify:

If you are in one of the zones, you can request ONE or TWO Resident Parking Permits and ONE Visitor Parking Permit, which can be interchangeable.

  • Resident/Visitor parking permits are only valid for 1 year, after which a new application will need to be submitted.
  • If you move away from the zone, you must cancel your parking permit.
  • Please refer to our website for the current fees and charges
  • Refunds are not available once a permit has been issued.
  • Resident parking permits are now sticker less and we will only be providing physical stickers for Visitor permits only.

Documents Required

If you live in the permit zone please ensure all documents are current and within three months old. All documents MUST have the same name and property address.

  1. Current NSW Driver's License or NSW Photo ID Card
  2. Recent Utility Bill, Rental Lease Agreement or Rates Notice
  3. Current NSW Vehicle Registration
  4. (If you have a company vehicle, you'll need written permission on a company letterhead to use the vehicle)
  5. Pensioner or Student Concession Card
  6. (if applying for a concession rate)

If you are the resident of a property and only require a Visitor Parking Permit you do not need to provide current vehicle registration documents, but you still need to submit all other documents listed above.

If you require a Business Parking Permit, a replacement permit, or if you need to cancel your current resident/visitor parking permit, call and speak with a City of Parramatta, Customer Service Representative on 1300 617 058.
